The Cabinet of Ministers of the Republic of Karakalpakstan

The Decree of the President of the Republic of Uzbekistan "On Measures for Further Improvement of the Management System in the Culture and Sports" of  February 15, 2017, N UP-4956, in accordance with the Resolution of the President of the Republic of Uzbekistan dated February 15, 2017 "On the Organization of the Ministry of Culture of the Republic of Uzbekistan" No. P-2778, the status, functions and responsibilities of the Ministry of Culture of the Republic of Karakalpakstan (hereinafter - the ministry) its functions, rights and responsibilities.

The Ministry is the administrative body of the Ministry of Culture of the Republic of Uzbekistan, which carries out tasks within the competence of the Republic of Karakalpakstan.

The Ministry reports to the Ministry of Culture of the Republic of Uzbekistan, the Jokargi Kenes of the Republic of Karakalpakstan and the Council of Ministers of the Republic of Karakalpakstan.The Ministry in its activities is guided by the Constitution and laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, other normative- resolutions, orders, instructions, orders of the Board of the Ministry of Culture of the Republic of Uzbekistan, as well as the present Charter.

The Ministry of Culture and Information of the Republic of Karakalpakstan, Karakalpak State Theater of Young Spectators, Karakalpak State Puppet Theater, Karakalpakstan national folklore ensemble "Aykulash juldizlari", Karakalpak state "Amu Tolkini" Folklore and Ethnographic Ensemble, Karakalpak State Folklore Ensemble "Gulzar",the Nukus branch of the Uzbek State Institute of Arts, the Regional Inspectorate of the Scientific and Production Headquarters for the Protection and Use of Cultural Heritage Objects of the Republic of Karakalpakstan, the Department of Artistic Expertise of the Republic of Karakalpakstan, Karakalpakstan branch of the Uzbekkontsert state institution,the Karakalpak community of artistic groups of Uzbekistan, the State Museum of Art named after IVSavitskiy of the Republic of Karakalpakstan, the Karakalpak State Museum of Folklore, the Karakalpak State Shukhrat Mirzo, the Blind Library, children's music and art schools, Nukus College of Culture and Arts, Ellikkala Pedagogical and Art College and other cultural and educational institutions.

The district (city) departments of the Ministry (hereinafter referred to as the territorial subdivision) shall report to the Ministry and the local public authority. Territorial subdivisions of the Ministry submit reports on the execution of expenditure estimates for budgetary and extra-budgetary funds within the amounts and within time frames established by financial bodies, and submit a copy to the Ministry. All organizations under the Ministry, is responsible for the operation of the facilities.

The Ministry finances the activity of its territorial subdivisions through the means of the State Budget, funds raised from extrabudgetary funds, sponsor's funds, grants, as well as other sources not prohibited by law.

The Ministry, its territorial subdivisions, organizations of the Ministry system are legal entities, which are sealed with a seal with the name of the State Emblem of the Republic of Uzbekistan, a four-angle special board, a special blank, an independent balance, a treasury, the bank accounts, the currency accounts and the different attributes of the bank.Except for organizations, institutions, which have not been established as legal entities in accordance with regulatory and other documents.

The main tasks and activities of the Ministry are:

Implementation of management in the field of culture, preservation and reproduction of national cultural and spiritual heritage, comprehensive development of arts and crafts, encouraging the spiritual-moral and cultural level of the nation, implementing systematic measures to promote the best examples of culture;

deeper involvement of the ideas of independence, high spirituality, humanistic traditions, deeper integration of ideas of national self-determination, strengthening of immunity against radicalism and extremism, Implementation of educational work to carry out mass cultural activities aimed at meeting intellectual, aesthetic and spiritual needs;

to encourage further development of artistic creativity, including theater, music, choreography, variety and folk art, to create creative works of creative collectives, especially creative youth, to create works reflecting the most vivid pages of history and contemporary life of our people, Facilitation:

to strengthen the material and technical basis of cultural institutions, including theaters, cultural and leisure centers, recreation parks, museums and other cultural and educational establishments, to increase their effectiveness, to promote the spiritual, intellectual, and high culture the full use of the capabilities of these institutions in the education of individuals;

the main tasks and directions of activity with the local authorities, public organizations, educational institutions, creative unions and other organizations of state power and management bodies, cultural and educational activities, cultural and educational institutions Effective cooperation in ensuring efficiency;

improving the process of training and retraining of cadres in the field of culture in the spirit of national and universal values, humanism and high spirituality, the use of modern pedagogical and information technologies, advanced international experience, high-qualified cultural and educational institutions and educational institutions staffing;

wide propagation of the cultural heritage of our country, works of artistic teams and authors of the country, including through conferences and exhibitions, cultural events and conferences;

Attraction of foreign investments and grants to the sphere of culture, as well as publishing of cultural literature in the prescribed manner, preparation of video and film materials;

cultural activation of the population on the basis of cultural-enlightenment activities in residential areas and mahallas;

to develop and strengthen the material-technical base of cultural, educational institutions, to ensure their effective use; 

Organization of training and retraining of cadres in the field of culture, art; Strengthening of executive discipline in organizations and institutions of the Ministry and its system; professional, folk and amateur creativity, cultural and educational programs;

assisting the media outlets in subscribing to cultural press releases in the region, and performing other duties entrusted to the Ministry in accordance with the legislation;
